Douglas im »Kansas-Nebraska-Act« (1854; Kansas, Geschichte) vertretene Formel, nach der die Bevölkerung eines Territoriums, das als Staat in die Union aufgenommen werden wollte, über Ausschluss oder Zulassung der Sklaverei selbst entscheiden sollte.
